Vestal Asphalt, Inc. was formed in 1983 as an outgrowth of its
predecessor, Neil I. Guiles Excavating & Paving, Inc., move into the
asphalt emulsion manufacturing business. Prior to 1983 Neil I. Guiles
Excavating & Paving, Inc. was a supplier of liquid asphalt emulsion
products and a commercial paving business. Its growth developed from one
burned-up bulldozer rebuilt by the company president, Neil I. Guiles, in
his father's garage in 1969.
Upon completion of two years of schooling
in Civil Engineering at Broome Community College, Neil pursued a career
in the excavating and paving business and built the business to its
current status today. Originally it was the intent to be in the
excavating and paving business with emphasis on hot mix paving. However,
the oil embargo and asphalt shortages of the mid 1970's forced the
company to pursue other forms of business. The liquid asphalt business
was intriguing and the move into the liquid asphalt supply business to
municipalities started in the late 1970's.
In 1981 efforts were made to
pursue municipal accounts in the Ithaca area. That market's growth and
development caused the formation of Cayuga Emulsions in 1985 and the
construction of a state approved terminal in Lansing, New York. Since
1983 and the installation of the company's colloid mill for the
manufacture of asphalt emulsions, the company has progressed to a
multi-million dollar a year business with 65 employees and 3 divisions.
It has developed various emulsion uses including POLYMACŪ micro
surfacing, quickset slurry seals, and various cold mix paving
operations. It also does cold recycling utilizing full depth
reclamation, and hot pour crack filling. Vestal Asphalt’s Research and
Development laboratory does QC/QA testing of all products manufactured
as well as mix designs for slurry seal, microsurfacing, and cold
recycling. It is ASSHTO approved and R-18 certified.It is the only
private lab in NY with emulsion testing accredition.
Vestal Asphalt's
president, Neil I. Guiles, was born and raised on a farm in what was
rural Vestal in the “50’s and has been active in the community,
including 10 years as a Town Board Member and Deputy Supervisor for the
Town of Vestal. He has been a member of the Vestal Rotary Club for 27
years and is a Past President . He is also chairman of the Vestal
Welfare Committee, a program of Vestal Rotary that does an annual
Christmas food basket for the needy. Neil is also a Paul Harris Fellow,
a recognition given to those Rotarians attaining the highest level of
community service. He has also been very active in the asphalt emulsion
industry, contributing his time and technical knowledge to a number of
organizations.He is a past president of AEMA (Asphalt Emulsion
Manufacturers Association) and the ISSA (International Slurry Surfacing
Association).He is also Past President of LADA( Liquid Asphalt
Distributors Association of NY) and PAAMA( Pennsylvania Association of
Asphalt Material Applicators). Neil is currently a member of the
ITC(International Technical Committee) of AEMA and chairman of the
ISSA’s Techninal Development committee. He is chairman of LADA’s Slurry
Seal/ Micro-surfacing Technical committee and recently appointed to the
CAB( ?) representing PAAMA to PennDoT(Pennsylvania Dept.of
Transportation). He has written numerous technical papers on emulsion
technology as well as asphalt emulsion test methods for ASTM(American
Society of Testing and Materials) Neil is currently a member ASTM D04
Committee on Road and Paving Materials and chairman of D-3910
,sub-committee on Slurry Seals.r>
